Increasing elements of a strong fitness culture at a First Responder Unit

Unlike the military, first responder units (LE, Fire/Rescue) face many structural obstacles to a strong fitness culture including:

  • union resistance
  • lack of training facilities and equipment
  • no time on-duty to train
  • “legacy” members well into their 50s and 60s
  • no mandatory, high stakes, fitness assessment
  • lack of command encouragement/support

In working with individual first responders and units over the years, we’re learned a lot about first responder fitness cultures and I’ve developed a measurable steps which indicate increasing elements of a strong fitness culture. These are outlined below.
